The Chief Information Officer Council of state agencies of provinces and cities directly under Central Government (herein after called “the Council”) has tasks assigned according to Decision No.1972/QD-BTTTT date 24/11/2011 of the Minister of Ministry of Information and Communications on establish the Chief Information Officer Council of state agencies of provinces and cities directly under Central Government.

The Council is responsible to advise the Minister of Ministry of Information and Communications and the leader of other state agencies in developing of document, policy for IT management, developing guidelines on building IT systems, management, sharing resource and data between state agencies in local, connecting to state agencies in Central Government in order to promote IT application and e-Government development.

1. Advises to developing policy and guideline about investment management, selecting technology for building information system of state agencies, ensuring systems are implemented suitable to national program or plan, ensuring information systems are worked effectively, inter-connect between local state agencies and between local and Central, facilitate people and businesses.

2. Reviews, assessment, selection models and typical information system solution in state agencies at local level for advising implement replication.

3. Advises to developing policy, promoting IT application and local e-Government development.

4. Advises the optimal use of resources and investments of the Government for information technology projects; advise to build the indicators to evaluate the   effectiveness of the application of information technology in state agencies at local level.
